The Société Protectrice des Animaux du Maroc (SPA Morocco) has expressed serious concerns following the final adoption of Bill No. 19.25 by the Moroccan Parliament on July 8, 2026. The law, which aims to regulate the protection and management of stray animals, has sparked fears among animal welfare organizations.
According to SPA Morocco, the law lacks clear provisions for non-lethal population control methods, such as sterilization and vaccination campaigns. The organization warns that this could lead to widespread euthanasia of stray dogs and cats, contradicting international animal welfare standards.
The bill was passed with a majority vote in the House of Representatives, with 88 votes in favor and 30 against. It now awaits promulgation by King Mohammed VI. Critics argue that the law was rushed through without adequate consultation with animal protection groups.
SPA Morocco has called for amendments to prioritize humane solutions, including trap-neuter-return (TNR) programs, and for the establishment of shelters with proper funding. The organization also urges the government to launch public awareness campaigns on responsible pet ownership.
